CHANDIGARH: Rayat Bahra University organized a talk on the fundamental duties of citizens, with Justice Haripal Verma, former Judge of the Punjab and Haryana high court and Lokayukta of Haryana, as the chief guest, and Avinash Rai Khanna, former MP, as the other speaker.
Chancellor of Rayat Bahra University, Gurvinder Singh Bahra, and vice-chancellor Dr Parvinder Singh were present on the occasion.
Justice Verma said that duties are sections of the Constitution of India that prescribe the fundamental obligations of the state to its citizens, as well as the duties and rights of the citizens towards the state. These sections are considered vital elements of the Constitution, which was developed in 1949 by the Constituent Assembly of India, he said.
Khanna added that the fundamental duties, set out in Part IV–A of the Constitution, concern both individuals and the nation. Like the Directive Principles, they are not enforceable by courts unless made so by parliamentary law.
Dean of the School of Law, Dr Dharminder Patyal, along with faculty members and students from different schools and departments of the university, attended the event.
